David graduated magna cum laude with a Bachelor of Science in Accounting from the University of Delaware in 1999 and passed the Uniform Certified Public Accountant Examination in 1999. He began his career with the Baltimore office of the international public accounting firm of Ernst & Young, advancing to the position of senior auditor. In 2003, David was appointed by Governor Robert L. Ehrlich, Jr. to serve as Director of Administration, Finance, and Human Resources for Maryland’s Secretary of State in Annapolis. In 2008, David accepted his current position of Chief Financial Officer with the Maryland Workers’ Compensation Commission in Baltimore. David is active in several professional organizations, including the American Institute of Certified Public Accountants, the Maryland Association of Certified Public Accountants, the Delaware Society of Certified Public Accountants, the Association of Accountants and Financial Professionals in Business, and the Maryland Corporate Council.

Document Production Specialist, The Brattle Group
Blake Reynolds, originally from Buxton, Maine, is the Document Production Specialist for The Brattle Group, a leading economic and financial consulting firm in Cambridge, Massachusetts. Previously, he was the Document Production Manager for Calloway Laboratories, a toxicology lab in Woburn, Massachusetts. He holds a Bachelor’s degree in Management from Bentley University in Waltham, Massachusetts.
Blake’s FBLA career started his freshman year of high school in 1999, serving as secretary and president of his local chapter and parliamentarian, vice president, and president for the state of Maine. He resumed his FBLA involvement after college by becoming a member of the Professional Division and taking over the Massachusetts State Chairperson position in 2009. Blake has strengthened Massachusetts FBLA through aggressive recruitment and marketing campaigns as well as corporate partnerships, including the New England Revolution soccer club and the Boston Red Sox.

Business Education Program Specialist at the North Dakota Department of CTE
Kelly Scholl works for the North Dakota Department of Career and Technical Education as the Business Education Program Specialist. As part of her duties in this position, Kelly also serves as the North Dakota FBLA-PBL State Chair. Originally from North Dakota, Kelly moved to northern California after graduating from the University of North Dakota with a Bachelors degree in Business Education. She taught Business Education and was an FBLA adviser for 15 years. While living in California, Kelly earned a Masters degree in Education from Simpson College. Kelly moved back to North Dakota in 2001 to accept her current position.
